<p><!-- E IIMA -->With half an eye on the stacks of suitcases piled precariously high just inches from my head, I glance out of the plane window at the vast expanse of the Congo basin rainforest.</p>
<p>From the vantage point of a creaking Soviet-era propeller plane we appear to be hovering above a sea of broccoli, every child&#8217;s worst nightmare.</p>
<p>That could explain the screaming children sitting behind me, though more likely it is the intense heat inside the plane and the dripping condensation.</p>
<p>The rainforest below stretches over six countries, but in this region it is being cut down at an alarming rate.</p>
<p>A recent Greenpeace report speaks of vast concessions being handed over for a few bags of sugar.</p>
<p>In Congo most of the wood is destined for China &#8211; 90% illegally, I am told.</p>
<p><b>No ordinary town</b></p>
<p>The pilot scans the horizon for the red-earth runway at Pokola, the town at the centre of a logging concession two-thirds the size of Wales.</p>
<p>Despite its remote location 500 miles (800km) from the capital, Brazzaville, this forest is home to Congo&#8217;s largest private employer, a Danish logging subsidiary called CIB.</p>
<p>It is not long before I realise Pokola is no ordinary logging town.</p>

<p>In fact, in a sense I have entered a hidden forest kingdom, a state within a state. A place so different from the rest of Congo it makes me feel slightly dizzy.</p>
<p>The logging camp has grown from a small fishing village on a gentle bend in the Sangha River to a town of 13,000 people enjoying infrastructure unheard of elsewhere in Congo.</p>
<p>Almost everyone who works, works for the company.</p>
<p>They live in the company&#8217;s red brick family homes. Company generators provide non-stop electricity, drinkable water runs from taps at every corner.</p>
<p>For the young there are new schools, for the sick free medical check-ups and heavily subsidised medicine. On the way are a new hospital and an international bank. For the evening&#8217;s entertainment, try the company nightclub.</p>
<p><b>Accredited timber</b></p>
<p>I am shown my guest room, though there is little time to enjoy the fridge-like air-conditioning or watch Canal Pokola, the company television channel.</p>

<p><!-- E IBOX -->Instead, it is off to meet the head of the operation, a stout Frenchman who unconsciously frowns when he listens and smiles broadly when he speaks.</p>
<p>He is full of enthusiasm and we immediately set off for the conveyor belts, chains and whirring blades of the company sawmills.</p>
<p>Almost all the timber is processed on site &#8211; one of the things the company had to do to get its timber accredited by the Forest Stewardship Council.</p>
<p>This is the only place in tropical Africa that supplies timber which meets the international standard laid down by the council.</p>
<p>To understand how distinctive operations are in this corner of Congo, I head out to the village of Ibamba, a small settlement of Mbendjele Pygmies.</p>
<p>Such traditional forest people are almost invariably ignored by logging companies. The key challenge, I&#8217;m told by CIB, is communication.</p>

<p>Semi-nomadic communities head into the forest for four or five months at a time. They are difficult to track down and many do not read or write.</p>
<p>I sit with one of the Mbendjele men, Jean Fongola, outside a domed leaf hut.</p>
<p>In something of a contrast to our surroundings, the conversation revolves around the intricacies of hand-held satellite technology.</p>
<p><b>Sacred trees</b></p>
<p>The Mbendjele take such devices into the forest to create maps showing places of community importance.</p>
<p>A specially designed touch-screen shows several images.</p>
<p>For example, there is one for hunting, another for a cemetery, and another for a sacred tree. When these icons are pressed, the handheld device makes a note of the satellite co-ordinates.</p>
<p>The women of the village take obvious pride in pointing out these features on their newly printed maps.</p>
<p>They don&#8217;t need the maps themselves of course, but for the first time they have a record of how they use the land that can help them discuss their land rights with companies and the government.</p>

<p>A couple of older women agree to show us one of their sacred trees, a good distance from the village.</p>
<p>We make our way down a forest trail that is surprisingly easy to follow, though a few machete swings give a bit more room.</p>
<p>&#8220;This is a sacred tree in our tradition and it is vital this tree is never cut down,&#8221; one of the women, Madelaine Sampoumbeh, tells me.</p>
<p>They ask if I would like to hear the song they sing to the tree to ask for success during their hunting expeditions.</p>
<p>It is a haunting ceremony few outsiders ever get to experience. The villagers clap and sing &#8211; the women&#8217;s voices alternating rapidly from high to low notes &#8211; while the men provide a regular bass note.</p>
<p>The Mbendjele seem happy &#8211; and indeed surprised &#8211; by the efforts the logging company is making to protect their way of life.</p>
<p>The company is clearly pleased with its work too. One employee tells me that not so long ago the company&#8217;s ex-pat staff were ashamed to talk about logging in Africa back home.</p>
<p>Now there is a tangible sense of pride.</p>

<p>Now the world&#8217;s hunger for tropical wood is threatening their existence.</p>
<p>Here in Cameroon, we have seen evidence of illegal logging and encroachment by big logging companies into community forest.</p>
<p>But this is where Dr Lewis and a coalition of allies come into play.</p>
<p>The UK-based software company Helveta and Forest People&#8217;s Programme, along with the Cameroonian group Centre for Environment and Development (CED), are working with Dr Lewis to pioneer the use of hand-held computers among the Baka pygmies.</p>
<p>Now, when Alamba and his fellow villagers go into the forest to hunt and gather, they carry a GPS &#8211; Global Positioning System &#8211; on which they can record the exact location of their hunting grounds, sacred trees and important rivers.</p>

<p><!-- E ILIN -->&#8220;Before, if somebody wanted to come in and chop down one of their trees there was no record, no proof that it ever existed on their lands. Now we have the proof,&#8221; explains Dr Lewis.</p>
<p><b>Modern world</b></p>
<p>Because most Baka are non-literate, the computer screens are marked with symbols which they can press to record an important site. For example, a tree designates a medicine or food source, or the image of a fish signifies a river.</p>

<p>The project has the backing of the Cameroon government, which plans to download the data onto its computers to help monitor the activities of logging companies.</p>
<p>Will the computers stamp out illegal logging of the rainforests? Not on their own.</p>
<p>But as Dr Lewis explains: &#8220;Under agreements that are being made with the European Union, governments must commit to allow only legal logging and to operate in a way that respects the rights of indigenous communities.</p>
<p>&#8220;The information gathered on the GPS will show if they are living up to their promises.&#8221;</p>
<p>The Baka are no longer powerless in the face of the modern world.</p>

<p><!-- E IIMA --><b>US President George W Bush infuriated his critics by professing world leadership on climate change at his meeting of the top 16 world economies &#8211; while offering no new substantive policy and implicitly rejecting binding emissions controls.</b></p>
<p>Mr Bush, who has been sceptical of climate change, said at the forum in Washington that our understanding of the science had moved on.</p>
<p>He agreed that energy security and climate change were major challenges and pledged to solve both problems &#8211; but dismissed notions of despair.</p>
<p>The American president said clean technologies like nuclear power and clean coal would protect the economy as well as the environment.</p>
<p>He said the US wanted to work with the United Nations towards a long-term goal on greenhouse gases.</p>
<p><b>Delegates upset</b></p>
<p>He also proposed a new global fund from the US, Japan and Europe to channel clean technology to developing countries.</p>

<p>But some visiting delegates were outraged by what they said was a stream of spin running through the speech.</p>
<p>One (who understandably asked not to be named) said: &#8220;This is a total charade.</p>
<p>&#8220;The president has said he will lead on climate change but he won&#8217;t agree binding emissions, while other nations will.</p>
<p>&#8220;He says he will lead on technology but then he asks other countries to contribute funds, without saying how much he&#8217;ll contribute himself.</p>
<p>&#8220;It&#8217;s humiliating for him &#8211; a total humiliation.&#8221;</p>
<p>Some delegates were particularly upset by the extravagant invitation by Mr Bush for other nations to follow the US lead in cutting emissions while increasing the economy.</p>
<p>Emissions did indeed buck the upward trend by dropping a fraction of 1% in the US during 2006 &#8211; but even the American government admits this was due to a warm winter, cool summer and an oil price they considered far too high.</p>
<p><b>Moving on</b></p>
<p>Significantly, some of the visiting delegates indicated they were already planning for Mr Bush&#8217;s departure from the White House.</p>
<p>The Germans said they had spent the past two days in productive meetings with US Democrats.</p>
<p>More diplomatically, the British said the issue of climate change stretched beyond any political cycle so it was natural to look ahead.</p>
<p>Certainly the Democrats are hoping to push an energy bill through the US Congress soon &#8211; maybe within the next few months.</p>

<p>Mr Bush would then be forced to veto it to prevent it passing.</p>
<p>And this may not prove popular as opinion polls in the US suggest the American people are more concerned about climate change than ever before.</p>
<p>Delegates, though, are not dismissing the Washington meeting out of hand.</p>
<p>They say all talks on climate change bringing together the major economic powers are useful in some way &#8211; forging personal relationships and building trust.</p>
<p>A number of delegates said the Chinese were becoming less defensive with every international meeting on climate &#8211; and that will be vital if China is to be helped to deal with its booming emissions.</p>
<p>And some said it was useful &#8211; albeit tedious &#8211; to hear American officials lecturing them with the very facts of climate change that they had been ignoring for years.</p>
<p>The US has offered to continue this Washington process of discussions if it is deemed helpful by the United Nations.</p>
<p>Mr Bush himself says he is organising a summit of world leaders next summer.</p>
<p>Privately, some European delegates are already saying they hope their political leaders are not invited.<!-- E BO --><br />

<p>Aluminum cans take a great deal of energy and natural resources to process and transport. Aluminum begins as bauxite ore, is refined into aluminum oxide, and ends up as blocks of aluminum, a supply chain that can take it halfway around the planet. Next the blocks are heated and turned into large rolls of aluminum before being transported yet again. The sheets are stamped and manufactured into cans, which are then filled and distributed to stores. After weeks or months of travel and processing, the aluminum can is used for maybe a few minutes and discarded.</p>
<p>Plastic bottles are made from PET (polyethylene terephthalate) and have a less complicated supply chain, which involves making pellets from petroleum derivatives and then blow-molding the bottles. Plastic contains more petroleum, but aluminum requires more energy because of its higher melting point and complex processing. The manufacture of PET requires about 6.5 kilograms (kg) of petroleum inputs per kilogram of plastic. Most of the petroleum, about 5.5 kg, does not end up in the final bottle. It is consumed in manufacturing and is out-put in the form of greenhouse gas emissions (about 16.5 kg).</p>
<p>Both types of container are frequently made from virgin materials. The U.S. recycles about 30 percent of plastic bottles but does better with aluminum cans. It recycles over half of all aluminum cans at a rate of 105,748 per minute, or 55.6 billion per year. This means that Americans use around one can per day on average. <a target="_blank" href="http://www.cancentral.com/recycle/facts.doc" title="http://www.cancentral.com/recycle/facts.doc"><font color="#003399">Recycling</font></a> an aluminum soda can saves enough energy to run a television for three hours or a 100-watt light bulb for four hours. This is equal to 0.4 kilowatt-hours or 0.28 kg of carbon dioxide.</p>
<p>Since consumers are ultimately responsible for the production of a can or bottle through their purchases, the embodied energy and resulting emissions are their responsibility as well. Consumers have little control over what happens to the materials after they discard them, so we will attribute the emissions reduction from recycling to the demand side of the recycling system rather than the supply (rewarding consumers who purchase recycled-content materials or packaging). Analyzing with this method rewards consumers who buy less, rather than falsely rewarding consumers who consume a great deal but recycle. Recycling reduces environmental impact but does not eliminate it as well as does not consuming in the first place.</p>

<p>The amount of petroleum used in making the 50-gram (g) and 2-liter bottle is around 325 g, and the resulting greenhouse gas emissions from its manufacture are around 825 g. An aluminum can made from virgin materials results in the emissions of 280 g of carbon dioxide. Does this mean that the can is better? Well, keep in mind that the bottle holds more beverage, so we need to take that into account. You would need to buy 5.6 cans, almost a full six-pack, to equal the volume of the bottle. The 5.6 cans would be responsible for 1,568 g of carbon dioxide emissions. So it looks like the 2-liter bottle results in about half of the greenhouse gas emissions of the equivalent amount of cans. Is this the end of the story? What about transportation emissions?</p>
<p>Let&#8217;s assume that both beverage containers are filled in the same facility and shipped to the store with the same truck. The bottle weighs 2.05 kg when full (2 liters plus 50 g) and the 5.6 cans weigh 2.084 kg (2 liters plus 84 g). This means that the cans require slightly more fuel to transport than the bottles. That&#8217;s two strikes against cans. How about a third strike? Soda bottles often find a second life in my favorite winter garments, as some clothing brands manufacture fleece in part from recycled plastic, which is melted into pellets and extruded into fine fibers. Try doing that with aluminum.</p></div>

Over the course of the year they learn they share <span>much in common &#8211; not least of which is that they are both going through the process of arranged marriages. </span></p>
<p><span> A very different look at arranged marriages that is not very often portrayed in the mainstream media.  While i&#8217;m certain the practices vary widely between cultures, communities, families, etc.  this movie displays the intentions as well as the benefits of this practice clearly, but also its faults.  This movie is very well acted and hopefully it receives its due recognition.</span></p>

<p>Something she saw in the distance causes a panic as terrified bathers rush to get back to the beach.</p>
<p>The video, on show at the <a href="http://www.aquarium.co.za/">Two Oceans Aquarium in Cape Town in South Africa</a>, then shows a tell-tale fin.</p>
<p>But instead of a shark, it turns out to be merely a triangular edge of an old floating toaster bobbing in the water at an angle or, in another version of the video, part of the back of a chair.</p>
<p>Then comes the punchline as people lining the beach look fearfully out to sea — faulty toasters killed 791 people last year; sharks 9. Or in the other version, 592 people were killed by chairs, nine by sharks. And then the follow on — people kill 100 million sharks a year.</p>
<p>Situated right outside the shark tank in the aquarium, it’s very effective to show out skewed our perceptions of danger are. But I can’t shake off being more frightened of sharks than toasters.</p></div>

And that will give the consumer the option to put the blend of ethanol they’d like into their car,” Jeff Broin, the CEO of private ethanol company <a href="http://www.poetenergy.com/">POET</a> said at the <a href="http://www.reuters.com/finance/industries/summits">Reuters Global Agriculture and Biofuel Summit </a>this week.</p>
<p>Broin, whose company is the top U.S. ethanol producer, said the so-called blender pumps offer drivers the choice of motor fuel mixed with either 10, 20, 30 or 85 percent ethanol. Currently there are a few blender pumps in his home state, South Dakota, as well as Minnesota.</p>
<p>But the great majority of U.S. drivers only have the option of filling up with E10, while some fuel stations, mainly in the Midwest and Texas, offer E85.</p>
<p>Unfortunately for bargain hunters, ethanol’s lower energy content compared to gasoline makes E85 blends <a href="http://www.fuelgaugereport.com/">more expensive </a>than regular gasoline.  But other drivers may like to pay up because ethanol has higher levels of octane than gasoline.</p>
<p>More choices could boost U.S. demand for ethanol, an industry whose capacity has grown 45 percent this year, amid government mandates and incentives, he said.</p>
<p>Some blends may even be more economical. A<a href="http://www.ethanol.org/news/index.php?newsid=25"> study </a>last month said E20 and E30 blends give drivers better fuel economy than either E10 or E85. </p>
<p>And the pumps have powerful friends.  U.S. Presidential hopeful Democrat <a href="http://obama.senate.gov/press/070319-obama_works_to/">Barack Obama </a>and several other Midwest lawmakers last year threw support behind more freedom of ethanol choice.  </p>
<p>While others say regulations would prevent the pumps from spreading nationwide, Broin  holds out hope, in part because the pumps could make him a tidy profit.  “It allows the ethanol plant to haul the ethanol directly to the station… rather than take it to the terminal and pay the extra freight on it… It is a bonus for station owner as well as the producers,” he said.</p>
<p>Of course, to burn anything higher than E10, you need to drive a <a href="http://www.fueleconomy.gov/feg/flextech.shtml">“flex fuel” </a>car, which auto makers are producing more of these days.</p>
<p>Would you buy more ethanol blended fuel if there were more choices?</p></div>

<div class="entry">Blogs have been abuzz for a while about a <a href="http://www.google.com/search?hl=en&amp;q=cleantech+bubble">bubble forming </a>over the cleantech sector &#8212; what with all the dollars flowing into the sector&#8217;s search for clean-and-green power, energy, transportation &#8212; and whether a dotcom-like burst is likely. But venture capitalists take a rather more nuanced view, although two out of three believe the sector is getting <a href="http://www.magnetmail.net/images/clients/NVCA/attach/2008PredictionsSurveyResults.pdf">overvalued</a>.</p>
<p>Cleantech will see the same &#8220;waves of enthusiasm&#8221; that other darling sectors for venture capitalism, like information technology, have seen, said John Denniston, partner at Kleiner Perkins, the storied Silicon Valley firm most recently <a href="http://www.reuters.com/article/companyNewsAndPR/idUSN1251852220071113">in the news </a>for bringing Al Gore on board to focus on its green investments. &#8220;It&#8217;s the nature of the venture industry and wouldn&#8217;t surprise me if we see the same waves in the greentech sector,&#8221; Denniston told Reuters at the <a href="http://www.reuters.com/summit/GlobalAgricultureandBiofuels08">agriculture and biofuels summit</a>.</p>
<p>Rodrigo Prudencio, a partner at cleantech-focused VC Nth Power, said bubbles may be forming over solar energy and biofuels, areas where too many dollars are chasing too few deals. But it&#8217;s too early to tell whether there will be a &#8220;pandemic&#8221; across the diverse cleantech sector, he <a href="http://www.reuters.com/article/rbssHealthcareNews/idUSN0842895820080108">said</a>.</p>
<p>Pandemic or not, it&#8217;s definitely something VCs were discussing at a venture summit last month. Mohr Davidow Ventures general partner Erik Straser <a href="http://www.wired.com/techbiz/startups/news/2007/12/cleantech">said</a> at the summit there will be &#8220;flameouts&#8221; in the cleantech sector this year. &#8220;And a lot of capital has gone into a lot of companies.&#8221;</p>
<p>Despite these niggling concerns, VCs are assured of cleantech&#8217;s long-term potential and this year, the industry is expected to put even more money into these startups. After all, the global market for clean technologies is expected to reach <a href="http://www.reuters.com/article/rbssHealthcareNews/idUSN0842895820080108?pageNumber=2&amp;virtualBrandChannel=0">$1 trillion </a>in 25 years, and VCs wouldn&#8217;t be VCs if they didn&#8217;t outlast the blips, blogs and flameouts.</p>

<p>It was under Stalin that the king crabs — some spanning more than a metre from claw to claw – were brought to the north-western Soviet Union from their natural habitat in the Pacific Ocean as a new source of food during the Cold War.</p>
<p>For some unexplained reason the crabs had a population explosion in the 1990s and are now advancing west along the Arctic coast of Norway — and no one knows where they will stop.</p>
<p>Environmental group Greenpeace say the crabs are taking over the seabed and threaten other species.</p>
<p>Greenpeace staged a protest outside the Norwegian parliament with decaying crabs, saying that Norwegian fishermen hundreds of kilometres west of the Russian border were getting crabs tangled in their nets — many of them too small to be sold for their meat. The stench of the crabs — caught a month ago — filled the city centre.</p>
<p>The crab meat tastes great – when fresh — but is an expensive delicacy.</p>
<p>“Norway has to do more to stop the advance of the crabs,” said Truls Gulowsen of Greenpeace. “The fishermen should get a bounty for every crab they deliver. As it is now the smaller crabs are worthless.”</p>

<p>Experts say it is almost impossible to eradicate “alien” species like the crabs.</p>

<p>Locals are resisting the emergency re-opening of dumps that are officially full and a giant incinerator won’t be ready for months or perhaps years.</p>
<p>The answer, some say, is recycling which would vastly reduce the volume of waste being dumped or burned. But for recycling, you need to sort trash into categories that can be reprocessed &#8211; like glass, paper and metal &#8211; from that which can’t. Despite the presence of recycling skips around Naples, only 10 percent of waste there is collected separately from the general waste stream, compared with 38 percent in northern Italy.</p>
<p>“Door-to-door collection of sorted waste now!” read a banner at a protest in Naples this week.</p>

<p>The California Democrat, who chairs the Senate’s environment and public works committee, lashed out at <a href="http://www.epa.gov/">Environmental Protection Agency (EPA)</a> Administrator Stephen Johnson during a field briefing for his decision last month to deny California’s attempt to set tough new standards for auto emissions.</p>
<p>“I know this is a little bit showbusiness, but I don’t know how else to make my point,” Boxer said as she turned the box upside down.</p>
<p>The showbusiness was lost on Johnson, since he declined to come to California to answer questions from the Senator and hear testimony from her allies. Boxer nevertheless insisted that an empty seat be left in the middle of the room to symbolize the absence of any EPA representative.</p>
<p>“The bottom line is the chair is empty, there is no excuse for this decision,” said Boxer.</p>
<p>Johnson has agreed to testify before the Senate Environment and Public Works Committee in Washington on Jan. 24, Boxer said.</p>
<p>During the briefing, Boxer heard testimony from <a href="http://ag.ca.gov/">California Attorney General Jerry Brown</a>, <a href="http://www.arb.ca.gov/homepage.htm">California Air Resources Board </a>Chairman Mary Nichols, <a href="http://www.nrdc.org/">Natural Resources Defense Council </a>Senior Climate Advisor Fran Pavley, and <a href="http://www.sierraclub.org/">Sierra Club </a>Executive Director Carl Pope, all of whom side with Boxer on the issue.</p>
<p>Brown, who along with 15 other state attorneys general is suing EPA over its decision, said he couldn’t be sure whether the courts would act swiftly to decide the case.</p>
<p>“It wouldn’t surprise me if the case is till pending as Bush leaves town,” Brown said.</p></div>

<p>While the origins of the phrase are unclear, its meaning isn’t: the ancient Italian city on a gulf in the sparkling Mediterranean, in the shadow of the volcano <a href="http://blogs.reuters.com/environment/files/2008/01/naples1.jpg" title="A police officer wearing a riot helmet inspects garbage burning on a street in Naples January 8, 2008. <p>Maybe now might not be the moment however. Parts of Naples are piled high with split rubbish sacks spilling rotting garbage and letting off foul smells.</p>
<p>Although the city centre is relatively clear, a suburb called Pianura &#8211; a non-descript residential area which would not be on most tourists’ itineraries &#8211; has become a no-go zone.</p>
<p>If police allow you into the area, you then have to clamber over piles of trash deliberately put in the streets by locals along with metal and concrete barriers and felled trees to stop refuse trucks getting to an old waste dump which authorities want to reopen. <a href="http://blogs.reuters.com/environment/files/2008/01/naples11.jpg" title="naples11.jpg"><img align="right" width="300" src="http://blogs.reuters.com/environment/files/2008/01/naples11.jpg" alt="naples11.jpg" height="228" /></a></p>
<p>Enjoy the smell of rotting food, burning trash and tyres and be careful not to slip on slick roads covered in slime.</p>
<p>During the day the locals are reasonably friendly, but at night watch out for gangs of youths, often travelling three-to-a-scooter, who have attacked outsiders.</p>
<p>Naples already had an unenviable reputation for street crime and the shameful trash crisis is the latest blow to the reputation of a city whose history, art and natural beauty should make it a must-see.</p></div>

<p>Would you &#8212; should you &#8212; buy a car for just 1,300 pounds. </p>
<p>This week, India&#8217;s Tata motors unveils the world&#8217;s cheapest car at around that price.</p>
<p>The prospect  of a motor that costs less than half of the most basic model on the market in India has generated a lot of excitement. The so-called &#8220;people&#8217;s car&#8221; looks set to liberate the masses in the same way that Volkswagens did in Germany and the Fiat 500 did in Italy.  No more puttering about on scooters.</p>
<p>But the more environmentally minded in India are troubled.</p>
<p>Not only will the traffic get even worse if everyone goes out and buys cars but the impact on the environment of potentially millions of new exhaust pipes belching out fumes can only be imagined.</p>

<p>Jose Manuel Barroso wants to protect energy-intensive sectors such as aluminium, steel and cement.</p>
<p>He says there is no point these industries cutting emissions in Europe if they lose business to countries with more lax rules on carbon emissions.</p>
<p>Mr Barroso made the comments in a speech to business leaders in London. <!-- E SF --></p>
<p><b>Level playing field</b></p>
<p>He said foreign firms should be forced to purchase the same EU carbon allowances European firms would have to buy, thereby levelling the industrial playing field.</p>

<p><!-- E IBOX -->The threat of trade measures is the nuclear bomb of climate negotiations &#8211; and the commission president said he very much hoped it would not be used.</p>
<p>He said his preferred option was for a comprehensive global treaty on emissions.</p>
<p>His fall-back was a global sectoral agreement imposing uniform standards on energy-intensive export industries.</p>
<p>If these failed, he would either protect Europe&#8217;s industries by giving them all their carbon allowances in the European Trading System (ETS) free of charge, or charge importers at the same rate for the allowances.</p>
<p>&#8220;I think we should be ready to continue to give the energy-intensive industries their ETS allowances free of charge &#8211; or to require importers to obtain allowances alongside European competitors, as long as this system is compatible with WTO (World Trade Organization) requirements.&#8221;</p>
<p><b>French idea</b></p>
<p>The idea of climate trade sanctions against nations such as the United States has long been promoted by the French.</p>
<p>They say it is unfair for Europe&#8217;s firms to bear a financial risk because of the EU&#8217;s leadership on a global issue.</p>
<p>They believe the right measures would be acceptable to the WTO, which in some cases allows countries to impose charges on environmental grounds.</p>
<p>But US trade representative Susan Schwab said on Monday that climate change should not be used as an excuse for protectionism. And EU Trade Commissioner Peter Mandelson agreed that restrictions were not &#8220;the way forward&#8221;.</p>
<p>He has been overruled by Mr Barroso, who will be aware of the effects of his words not just in Washington but also in Beijing and Delhi.</p>
<p>But Britain&#8217;s Energy Minister Malcolm Wicks said the Commission&#8217;s proposals &#8220;might look like trade barriers&#8221;.</p>
<p>&#8220;We believe in global trade, we want more of it in the future, not less, and that is good for the European economy,&#8221; he told BBC News.</p>
<p>&#8220;There is always the danger that the protectionists in Europe&#8230; could use this as a secret weapon&#8230; to bring about protectionism.&#8221;</p>
<p><b>Investing audience</b></p>
<p>Mr Barroso&#8217;s speech on Monday evening at Lehman Brothers Bank in Canary Wharf was quite warmly received by an audience mainly of investors.</p>
<p>John Llewellyn of Lehman Brothers said Mr Barroso was right to make the threat of trade sanctions, and right to insist that they would be very much the last resort.</p>
<p>He said: &#8220;I have heard quite prominent Americans say they would recommend to the Europeans that they did it (impose trade measures). But it&#8217;s not the way to go if you can possibly avoid it.&#8221;</p>
<p>Tom Burke of environment consultancy E3G said the soft threat would focus minds among other major polluters in future climate negotiations.</p>
<p>&#8220;What was really important in the way Barroso raised the issue of compensatory adjustments is that it sends a very strong signal about how serious Europe is about this,&#8221; he said.</p>
<p>&#8220;People need to understand that Europe sees climate change as in its national interest. And Europe&#8217;s going to fight pretty aggressively to protect the interest of 450 million Europeans.&#8221;<!-- E BO --><br />

<p>They also hope the state-of-the-art kite will help reduce carbon dioxide emissions, as it tugs the ship.</p>
<p>Fuel burnt by ships accounts for 4% of global CO2 emissions &#8211; twice as much as the aviation industry produces. <!-- E SF --></p>
